Claude d66540236f ci: add go mod verify step to catch go.sum checksum mismatches early ...

Prevents a repeat of the BurntSushi/toml incident where GONOSUMDB='*'
was used to bypass the official checksum database, writing a locally-
cached hash into go.sum that didn't match sum.golang.org.
