feat(extensions,presets): authenticate GitHub-hosted catalog and download requests with GITHUB_TOKEN/GH_TOKEN (#2331)
* feat(extensions,presets): authenticate GitHub-hosted catalog and download requests with GITHUB_TOKEN/GH_TOKEN Squashed from #2087 (original author: @anasseth).
