fix(bundler): degrade non-UTF-8 config reads into BundlerError (#3784)
yamlio.py is the single chokepoint for every bundler read, and its module
docstring states the contract: "All reads/writes go through these functions so
that IO failures degrade into actionable BundlerError rather than raw
tracebacks."
Both readers catch only OSError, but `Path.read_text(encoding="utf-8")` and
`json.load()` raise UnicodeDecodeError on a non-UTF-8 file --
`issubclass(UnicodeDecodeError, OSError)` is False (its MRO is UnicodeError ->
ValueError). So the decode error escaped uncaught:
load_yaml: LEAKED UnicodeDecodeError -> 'utf-8' codec can't decode byte 0xff
load_json: LEAKED UnicodeDecodeError -> 'utf-8' codec can't decode byte 0xff
In load_json, json.JSONDecodeError does not help: it is a *sibling* of
UnicodeDecodeError, not a parent.
This is realistic rather than theoretical -- on Windows, PowerShell 5.1's
`Out-File` and `>` default to UTF-16, so a hand-edited
`.specify/bundle-catalogs.yml` or records file hits it.
Widen both read clauses to `(OSError, UnicodeError)`, matching the sibling
catalog readers (catalogs.py:101, workflows/catalog.py:336). JSONDecodeError
deliberately stays FIRST so malformed-but-decodable JSON keeps its more
specific "Invalid JSON" message; a regression test locks that ordering.
Write paths are unaffected -- verified that dump_yaml/dump_json do not leak
UnicodeEncodeError (both escape unencodable input), so this stays scoped to the
two read paths.

A bracketed-but-invalid IPv6 authority (e.g. "https://[not-an-ip]/c.json") parses cleanly under urlparse() on Python < 3.14 and only raises ValueError lazily on the first .hostname access. add_source read parsed.hostname outside the try/except ValueError guard, so on the interpreters spec-kit supports (>=3.11) that raw ValueError leaked past the CLI's `except BundlerError`, surfacing an uncaught traceback instead of the clean "Invalid catalog url" domain error. (The raise moved eager into urlparse() only in 3.14.) Read parsed.hostname inside the try and reuse the value for both the HTTPS/localhost check and the require-host check. This also protects the later _derive_id() call on the same URL. Regression tests: a bracketed-non-IP URL, plus a monkeypatched lazy-.hostname raiser that reproduces the pre-3.14 shape independently of the running interpreter (fails with a raw ValueError before the fix). _validate_remote_url in bundler/services/adapters.py guarded on parsed.netloc, which is truthy for host-less URLs like "https://:8080" or "https://user@" even though they carry no host. so those passed the "must be a valid URL with a host" check. its docstring says it mirrors specify_cli.catalogs validation, but that site was already fixed to use hostname in #3210/#3227 and this twin was missed. switch to parsed.hostname (None for host-less URLs), matching catalogs.py. this guard runs before any network call, so it is a pre-flight safety check. add parametrized regression tests for the host-less forms plus a valid host+port sanity case. |

add_source canonicalizes a local catalog path to an absolute url before persisting it, but remove_source compared only the raw input against the stored id/url. So 'bundle catalog remove ./cat.json' could not undo 'bundle catalog add ./cat.json' -- the stored url was absolute, the removal target relative, and they never matched ('No project-scoped catalog source found'). Match the canonicalized form too (a no-op for ids and remote urls), so a local source is removable by the same path it was added with.

Now that the work is complete, remove all generated scaffolding so it does not land in the repository on merge: - specs/001-spec-kit-bundler/** (spec, plan, research, data-model, contracts, quickstart, tasks, checklists) - .specify/** (extensions, integrations, scripts, templates, workflows, feature/init/integration metadata) - .github/agents/speckit.*.agent.md, .github/prompts/speckit.*.prompt.md, and .github/copilot-instructions.md (Copilot integration scaffold) Retained: .specify/memory/constitution.md — the single dogfooding artifact carried forward — with its whitespace exemption in .gitattributes. .gitattributes and .markdownlint-cli2.jsonc are reverted to the upstream baseline (plus the constitution whitespace exemption), dropping the now-moot exemptions for the removed scaffold.
