docs(im): document chat.managers and chat.moderation API resources (#1294)

Add SKILL.md entries for the group manager and group moderation
(speaking-permission) API-meta resources:
- chat.managers.add_managers / delete_managers (指定/删除群管理员)
- chat.moderation.get / update (查询/更新群发言权限)
